Driving in Portugal: electronic tolls and rental car charges

Traveller asking a rental clerk about conditions

To pay Portuguese tolls correctly, start with the vehicle’s registration and the payment arrangement already attached to it, rather than the driver’s nationality. A Portuguese rental car may use the rental company’s service; a foreign-registered vehicle needs an appropriate alternative. No barrier does not mean no charge.

Information checked in October 2026: tolls have been removed on some roads, and electronic products have changed.

Ask three questions about the vehicle first

In supported destinations, RoadMe makes creating a personal travel plan around your interests and preferred pace easier. Try the app to choose worthwhile experiences while allowing realistic time between stops.
  1. Which country issued the vehicle’s registration plate?
  2. Is a compatible device or payment service already active?
  3. Will you pay directly, or will the rental company settle the journeys?

Your passport and language do not answer those questions. An international visitor can rent a Portuguese-registered car. A car collected in Spain may instead have a registration foreign to Portugal. The actual plate and rental agreement determine the relevant payment arrangement, not simply the country where you live.

SituationFirst actionDo not assume
Portuguese-registered rentalConfirm the company’s active service and charging basisThat the advertised rental price includes actual tolls
Your foreign-registered vehicleArrange a compatible product in advanceThat you can always pay later through CTT
A device issued abroadConfirm Portuguese coverage with its issuerThat every European device works automatically

Identify the existing arrangement before buying another one. Overlapping services can confuse settlement, and multiple devices can create duplicate-charge risk. Do not remove a rental company’s device or change its vehicle registration yourself. A replacement car needs the company to confirm the new arrangement.

Two collection systems on the road

A traditional toll plaza has manual-payment and electronic lanes. Under the ordinary ticket arrangement, take a ticket at entry and pay the relevant journey at exit. Keep the ticket until payment. An electronic lane requires an active compatible payment method; choose it because your service permits it, not simply because its queue is shorter.

Exclusively electronic roads use gantries to record vehicles. There is no cashier beneath the gantry. Arrange the relevant payment method for your situation before using a charged section. Do not stop under the equipment or search there for someone to collect cash. Make payment enquiries from a safe stopping place.

A physical device and an active electronic-payment entitlement are different things. Current products can recognise a registered plate without a separate unit. That does not allow an unregistered driver to use any electronic lane. Follow the specific product’s current instructions and signs at the location rather than a broad claim about all electronic tolls.

Where toll removals change the calculation

The A22 in the Algarve has been among the roads with tolls removed since 2025. In 2026, zero-rated A25 coverage was extended to the Aveiro–Albergaria section at the A1. A calculation made before those changes can therefore include charges that no longer apply.

That does not make Portugal’s entire motorway network free. On the A4, A13 and A28 especially, distinguish specified sections from the whole road number. For example, the legislation names Esposende–Antas and Neiva–Darque on the A28; it does not establish that every possible A28 journey is free.

Use the road operator’s current calculator with your entry, exit and vehicle class. An old gantry is not proof of a current charge. Equally, seeing a familiar toll-free road name does not remove charges elsewhere in your journey. Check the actual sections rather than relying on an old article’s map or approximate total.

Portuguese rentals: confirm the service at collection

Official PT Tolls explains the obligation for rental companies to equip vehicles and subscribe to a payment system. For the traveller, the practical document is the actual rental agreement. Having a unit in the car does not mean every toll is free or already covered by the advertised hire rate.

Ask the desk to explain the service fee separately from road charges. Which days are charged, is there a cap for a period, and what happens if you never use a tolled road? “We have Via Verde” does not answer those budget questions.

SIXT Portugal, for example, publishes a daily device-service fee with a cap per thirty-day period, plus actual tolls. If no tolled roads are used, it provides for refunding the device fee under its terms. This is one supplier’s arrangement, not an identical tariff for every Portuguese rental company.

Separate rental days from days on which you pass a toll. A daily service charge is not automatically payable only for the day of a toll crossing. Ask how the rule applies to your rental duration. A fee cap limits the relevant service item; it does not automatically cap the tolls you incur.

Why charges can arrive after returning the car

Handing back the keys does not always mean toll settlement is complete. SIXT warns of later adjustments and final settlement up to a month after rental. Another company may have different timing. Read its terms and retain access to the documents and payment method required for legitimate later charges.

Before return, confirm where the itemised statement will arrive and how to query a disputed journey. Keep the agreement, collection and return times, vehicle registration and payment confirmations. These details help more than relying solely on the total on the first return receipt.

For a later charge, match the journey date and time to the period when the car was with you. Separate the road toll from the rental service fee and any processing of an infringement. Different items are not automatically duplicates, but each should have an understandable basis and correspond to the relevant arrangement.

Our guide to renting a car abroad covers collection, inspection and deposit questions more broadly. Here, the extra issue is road settlement: it may remain outstanding even when the return inspection found no damage.

Foreign plates: arrange payment before travel

If the vehicle is not Portuguese-registered and has no active compatible device, select an appropriate electronic product beforehand. Options differ in charging method, validity and coverage. Carrying a bank card does not automatically connect that card to the toll system or authorise electronic-lane use.

EasyToll links a bank card to the registration plate, with a published registration period of thirty days. TollCard uses a prepaid balance linked to the plate, valid for one year after activation. These are different payment models. Neither is unlimited motorway travel in exchange for a registration fee.

Current PT Tolls describes both for the motorway network, including electronic lanes at traditional plazas, except the Lusoponte crossings: the 25 de Abril and Vasco da Gama bridges. Do not mechanically repeat the older rule limiting them to roads without booths. Do not ignore the bridge exception either.

Before travel, confirm your roads and bridges in the chosen service’s current coverage. At a traditional plaza, use the product’s designated electronic lane only when registration is active. Avoid switching between incompatible entry and exit arrangements on the assumption that every lane will resolve the same payment record.

The plate, validity and balance matter more than the brand name

After registration, check the plate, issuing country, dates and activation confirmation. A one-character error is not corrected merely because your bank accepted payment. Keep the confirmation and use the service’s correction process before a charged journey. Confirm changes again if the vehicle is replaced.

With TollCard, purchase and activation are not always the same action: CTT describes different purchase methods. Establish that the balance is actually attached to the correct plate before the first passage. Do not rely on an advance low-balance warning. CTT describes an SMS when the balance is already insufficient for a toll.

TollCard cannot pay journeys made before activation. Buying it after an unpaid passage does not automatically settle the earlier debt. Identify the relevant operator and its settlement process instead. Prepayment for future use and correction of an existing unpaid journey are separate tasks.

EasyToll charges also need not appear immediately. PT Tolls warns that processing can take up to two weeks. No card entry directly after a drive is not proof that the road was free or that the system failed. Check the active confirmation first, then statements and the applicable processing period.

Devices issued abroad and different Via Verde plans

Some foreign-issued devices work on the Portuguese network, but the issuer must confirm compatibility. Ask whether Portugal is included in your particular agreement, whether the service is active and whether it covers the vehicle class. A friend’s subscription does not establish what your own unit permits.

Via Verde also offers different products. Go Toll is for foreign registration plates and works without a separate on-board unit; Go Toll & Beyond includes a unit and has different conditions. A brand name alone does not describe the plan, its payment requirements or any additional services. Compare the actual product rather than a general description of the company.

When changing cars, update the permitted registration association according to the provider’s instructions. Physically moving a unit is not enough. For the rental company’s unit, do not alter its account details. Ask the company how the replacement vehicle and its plate will be recorded.

Do not operate Via Verde and Via-T units simultaneously without resolving the arrangement. Via Verde warns that using both can cause duplicate charges. One agreed method with clear statements is more manageable than several overlapping solutions.

Can you pay afterwards at CTT?

The ordinary CTT/Payshop post-payment system applies to Portuguese registration plates. PT Tolls gives a period of fifteen working days. This is not a universal grace period for foreign plates and not advice to drive unprepared and look for a payment counter after the holiday.

For a Portuguese rental, clarify the company’s arrangement first. A direct payment against the plate may not match your rental period or the service already attached to the vehicle. Do not pay twice simply because you found an amount online. Ask who must settle it and how duplicate collection will be prevented.

Where a foreign vehicle has already used a charged section without valid payment, official guidance directs drivers to operators’ debt-settlement portals. Prepare the date, approximate time, plate, road and direction. Act promptly rather than treating a new prepaid product as retroactive payment for that journey.

Mistakes and unclear payment notices

First match a notice against your records: plate, date, time and operator. If your payment service was active, provide that confirmation when contacting the provider. For a rental, request the company’s itemisation before interpreting any later debit as a fine. A toll, service fee and infringement are separate issues.

Do not enter card details through an unexpected message link. Open the known official service separately and verify the request through its established channels. The amount and reason should be clear before payment. A familiar-looking sender name alone does not establish that a request is genuine.

If you used the wrong lane or lost the entry ticket, do not invent an entry point or make an unsafe manoeuvre to return. Follow instructions at the plaza and ask the operator to clarify settlement. Keep details of the actual journey and the documents received so the case can be examined afterwards.

Build the road budget from separate items

Separate tolls, payment-service fees, vehicle hire, fuel and parking. A toll removal eliminates the road tariff on the relevant section, not the whole cost of the drive. A subscription does not automatically make remaining tolls free. This distinction makes rental offers easier to compare fairly.

A calculator needs the correct entry, exit and vehicle class. Do not determine class only from “passenger car” or “family vehicle”: toll classification uses physical characteristics. Confirm it with the rental company or payment provider, especially if collection produces a different model from the one expected.

When comparing a toll-avoiding option, include extra time and fuel. “Avoid tolls” in navigation is a setting, not a guarantee against every charge or routing mistake. Our guide to trip budgets and easily overlooked expenses explains how to compare the full total.

Before the first charged section

  • Check the actual plate and its registration country.
  • Know whether you or the rental company will settle charges.
  • Confirm activation and validity covering the journey.
  • Check roads, bridges and the required lane arrangements.
  • Separate service fees from actual road tolls.
  • Keep confirmations, contacts and the later-settlement procedure.

For a Portuguese rental, start with the agreement and its active service. For foreign plates, start with a compatible arrangement activated in advance. Then check the specific road and keep records: payment stays understandable during the trip and after returning the vehicle.
